Why: Maybe its just me but this dress seems like something Jane Austen's heroine Elizabeth Bennet would wear!
The puffed tulle sleeves and the portrait neckline - especially with the way they styled the hair - does scream of another romantic era. The high waistline would certainly be fitting in that time, if maybe the crinkled tulle with lace tiers is a bit more modern.
