The Queen Anne neckline is one in which part of the neckline (the back) is raised, usually free standing leading to a partially open front and chest. In some rare cases both the front and the back of the neckline are raised.
It can have very many variations as far as the front opening (Vee, diamond shaped, etc.) but the back is always raised.
Basically you should picture Snow White:
The Queen Anne's namesake is Britain's Queen Anne herself, who allegedly popularized the look. Perhaps because of this royal antecedence many modern day royals themselves have chosen to wear this look on their own wedding days (the only exception below being Diana, who just looked so darn gorgeous I had to include her.)

Princess Diana wears an exaggerated embellished Queen Anne styled bolero. Princess Margaret wears a less exaggerated unembellished and opaque Queen Anne. Grace Kelly wears an illusion lace buttoned up Queen Anne.
Princess Rania wears a heavily embellished, open collared Queen Anne. Duchess Kate wears an illusion lace open vee Queen Anne. Princess Letizia also wears an exagerated and embellished free free standing Queen Anne.It should be noted that this look is best on small chested and narrow shouldered women; Kate is the best example of this.
Small and petite women run the risk of looking overwhelmed by too much fabric; see Rania and Letizia above.
It also looks best with simple hair, preferably upswept with minimal jewelry like understated earrings to let the neckline shine, such as with Diana, Margaret or Grace above.
