Who: Soft by Rosa Clara 2012 collection, style no. 109 "Helena".
Why: This silk chiffon gown looks so lightweight and airy. I also really like the tiered strip skirt since I think it looks like a soft cascade of feathers.
This gown has many other flattering attributes as well, including that sweetheart strapless neckline, asymmetric rouching that emphasizes the natural waist, and a surplice effect bodice with jeweled detail.
Even though I find this dress very whimsical, there is also an undeniable sophisticated elegance about it. Maybe that's due to the minimalist styling and modern-ish high bun?
